In its first Climate-Ready Index, launched last year, Aviva found that 86% of consumers agreed it was important that our buildings and infrastructure, including rail, buildings, river and sea defences, were adapted to deal with the effects of extreme weather. Where we live –our homes and communities - need to be at the centre of our resilience and adaptation plans.

Aviva's first Building Future Communities report, published in July 2021, outlined the risks posed by extreme weather to the UK's natural, built and social environment. Its second report, published in Feb 2023, explored the impact of extreme weather on UK homes, and what action needs to be taken to protect individuals and communities. And it considered how incidences of extreme weather, such as flooding in properties, contribute to climate change through the carbon emissions produced.

Through our Building Future Communities campaigns, seven calls for change have been outlined actions that need to be taken collectively and urgently to make properties more resilient to climate change.

The Department for Infrastructure (DfI) is one of nine Northern Ireland departments. Our vision is to manage flood risk, both now and into the future, to maintain and create sustainable living places and support economic development in Northern Ireland.

The aims of the Rivers Directorate are to reduce the risk to life and the damage to property from flooding from rivers and the sea and to undertake our work in a sustainable manner.

Approximately 45,000 properties (equivalent to 5.2% of Northern Ireland’s properties) are identified as being at flood risk from rivers, the sea or surface water.

Managing this risk is a key priority for Rivers. We do this in a variety of ways including providing expert flood risk advice to local planning authorities, undertaking sustainable watercourse maintenance, controlling (as far as weather conditions permit) Lough Neagh and Lough Erne water levels, constructing new flood defences, maintaining existing defences and along with other activities, fulfilling a key role in the emergency response to flooding incidents.

Since 2016 Rivers Directorate have been responsible for administering the implementation of the Homeowner Flood Protection Grant Scheme (HFPGS) Northern Ireland to protect residential properties. The HFPGS is a government scheme which is designed to encourage the owners of residential properties that have flooded before and/or are located within known flood prone areas, to modify their properties to make them more resistant to flooding.

At least one in six people in England are at risk from flooding from rivers and the sea, with many more at risk from surface water flooding. The Environment Agency recognises the need to be better at planning for and adapting to the unavoidable impacts of climate change, while maximising opportunities to reduce the impact of flooding on at-risk communities.

Our national Flood and Coastal Erosion Risk Management (FCERM) Strategy sets out the measures needed to achieve a vision to create climate resilient places lies at the heart of our strategy and through this vision we aim for “a nation ready for, and resilient to, flooding and coastal change – today, tomorrow and to the year 2100”.

The installation of property flood resilience (PFR) and other effective preparatory measures in communities at flood risk will ensure when flooding and coastal change happens, it causes much less harm to people, does much less damage, and ensures life can get back to normal much quicker.

The Environment Agency objectives are to work in partnership with CIWEM, our delivery partners and other risk management authorities to increase the uptake and mainstream PFR to ensure the FCERM Strategy Roadmap (2022) actions are achieved.

Flood Re is a joint initiative between the Government and the insurance industry that exists to promote the affordability and availability of flood insurance for homes across the UK. Our operation promotes a competitive insurance market that customers can take advantage of. Flood Re does not set consumer prices – this remains a decision for insurers to make.

Insurers can place the flood risk element of domestic property insurance with us at a premium linked to property Council Tax bands. Flood Re sits in the background, with the purchase of the policy and the process of making a claim being unchanged.

As of April 2022 we launched Build Back Better which is designed to reduce the cost and impact of future floods by including property resilience measures as part of flood repairs.

Build Back Better offers homeowners the chance to install Property Flood Resilience measures up to the value of £10,000 when repairing their properties after a flood. This way the next time the area floods their home will be better prepared to keep as much of the water out as possible. Measures can also be installed so that when water does enter it is easier, quicker and safer for families to clean up and move back in – often in a number of days rather than many months.

The Welsh Government encourage all Risk Management Authorities (RMAs) to consider PFR measures where they are considered an appropriate option for reducing flood risk. In particular for homes in communities which flooded since February 2020, or where a larger flood alleviation project will take some time to design and construct.

RMAs are best placed to undertake the installation of PFR measures. They can utilise their knowledge and expertise to ensure measures are installed safely, and they can talk through with residents how they should be used. We feel providing measures on a community basis provides economies of scale and ensures a whole area is protected, rather than just those individuals who chose to apply.
