The aims of the Rivers Directorate are to reduce the risk to life and the damage to property from flooding from rivers and the sea and to undertake our work in a sustainable manner.

Approximately 45,000 properties (equivalent to 5.2% of Northern Ireland’s properties) are identified as being at flood risk from rivers, the sea or surface water.

Managing this risk is a key priority for Rivers. We do this in a variety of ways including providing expert flood risk advice to local planning authorities, undertaking sustainable watercourse maintenance, controlling (as far as weather conditions permit) Lough Neagh and Lough Erne water levels, constructing new flood defences, maintaining existing defences and along with other activities, fulfilling a key role in the emergency response to flooding incidents.

Since 2016 Rivers Directorate have been responsible for administering the implementation of the Homeowner Flood Protection Grant Scheme (HFPGS) Northern Ireland to protect residential properties. The HFPGS is a government scheme which is designed to encourage the owners of residential properties that have flooded before and/or are located within known flood prone areas, to modify their properties to make them more resistant to flooding.

Flood Re is a joint initiative between the Government and the insurance industry that exists to promote the affordability and availability of flood insurance for homes across the UK. Our operation promotes a competitive insurance market that customers can take advantage of. Flood Re does not set consumer prices – this remains a decision for insurers to make.

Insurers can place the flood risk element of domestic property insurance with us at a premium linked to property Council Tax bands. Flood Re sits in the background, with the purchase of the policy and the process of making a claim being unchanged.

As of April 2022 we launched Build Back Better which is designed to reduce the cost and impact of future floods by including property resilience measures as part of flood repairs.

Build Back Better offers homeowners the chance to install Property Flood Resilience measures up to the value of £10,000 when repairing their properties after a flood. This way the next time the area floods their home will be better prepared to keep as much of the water out as possible. Measures can also be installed so that when water does enter it is easier, quicker and safer for families to clean up and move back in – often in a number of days rather than many months.

The Welsh Government encourage all Risk Management Authorities (RMAs) to consider PFR measures where they are considered an appropriate option for reducing flood risk. In particular for homes in communities which flooded since February 2020, or where a larger flood alleviation project will take some time to design and construct.

RMAs are best placed to undertake the installation of PFR measures. They can utilise their knowledge and expertise to ensure measures are installed safely, and they can talk through with residents how they should be used.
