CIWEM's Specialist Register for Property Flood Resilience (PFR) Professionals

The specialist register helps demonstrate competence in PFR, it certifies professionals against the industry’s Code of Practice for PFR and requires them to also demonstrate their applied knowledge and experience in end to end PFR delivery.

CIWEM's Specialist Register for Property Flood Resilience (PFR) Professionals

When a home or business is at risk of flooding, people need advice and services they can trust. The Specialist Register of Property Flood Resilience (PFR) Professionals, independently assessed and presented by CIWEM exists to provide that confidence and peace of mind. The specialist register has been developed to:

  1. Demonstrate competency in PFR delivery – The professionals and practitioners listed have been independently and robustly assessed against the Code of Practice for Property Flood Resilience (CIRIA 2021). They’ve demonstrated they understand flood risk, the process of delivering PFR and have the relevant skills.
  2. Provide confidence for the public and clients  – Choosing someone on the register means you’re hiring a professional who has demonstrated they have the appropriate understanding, skills, experience and judgement. There is less risk of poor advice or work that fails when flooding comes. Those on the register have committed to adhere to a code of ethics of a relevant professional body.
  1. Enable greater consistency across the industry – The specialist register uses the Code of Practice for PFR as a clear benchmark. That helps raise the bar and keep outcomes similar wherever you hire a PFR surveyor, builder or installer across the UK.

Professionals are assessed for two key roles in PFR delivery

  1. Surveyor and quality assurance
  2. Building contractor/installer

 

The assessment is based on a PFR competency framework identifying the skills required for the roles and stages of PFR delivery as defined by the Code of Practice, ensuring where necessary they can work at an independent level of competency. Those on the specialist register can then be regarded as an “appropriate person” and competent to undertake and supervise the requirements of the relevant standards of the Code of Practice.

The process for being included on the Specialist Register for PFR

Getting accepted onto the specialist register demonstrates a commitment to providing competent advice and a high quality of service. Professionals must:

  • Complete recognised training  aligned with the Code of Practice for PFR (within the last year).
  • Demonstrate relevant project experience, documented in a CV and a technical report. Applicants present at least two recent verified jobs,  explain how they tackled technical problems to improve flood resilience of properties in accordance with the Code of Practice.
  • Be reviewed by peers applicants present their technical report under questioning from two independent professional assessors through a Professional Review Interview and answer technical questions to check understanding and experience.
  • Commit to ethics and safety following a professional body’s Code of Conduct (primarily CIWEM).
  • Keep skills updated through Continuing Professional Development (90 hours every three years, with possible audit).
